The beauty of the flier for the cover of Dr. Raymond Yin's book entitled "Entering the Realms of Gold" was impressive! It was designed and posted by WBTI website in the middle of May 2004. "I used to point out that, 'The creative design for my poetry by Washington Business and Technology Institute (WBTI) has won applause from the public for its selfless contribution to the encouragement and promotion of the Chinese literature all around the World. I'm deeply impressed by its effort and wisdom of humane creed to community service and spiritual belief,'" said famous writer Dr. Raymond W. Yin (尹浩鏐醫生), now President of North America Chinese Writers' Association in Las Vegas (北美作協拉斯維加斯分會會長尹浩鏐).*1 The book was entitled "西洋情詩精選" in Chinese. The cover of Dr. Yin's first famous book "Unfulfilled Love is Forever" (《情 堪肷? was also designed nicely and posted as a flier by WBTI on the Internet.

Hong Ying (虹影) is a modern Chinese author. The number of visitors on "虹影部落格" today is amazing! Hong Ying was born September 21, 1962 in Chongqing, Sichuan province. is a modern Chinese author. "Hong Ying's work [is] tough, uncompromising, direct and tense with strong emotion, but also full of poetry and grace' Andrew Motion, Poet Laureate," stated in an article entitled "biography" on the Internet.

Hong Ying started her freelance writer's career in early 1980s. One of the very few free-lancers at the time, she wrote both fiction and poetry. In late 1980s, she studied at the Lu Xun Writer's Academy and Fudan University.

II. GOVERNOR GIBBONS TO TOUR BAIT CAR PROGRAM IN LAS VEGAS ---Governor to Sign Executive Order Creating Nevada Auto Theft and Insurance Fraud Task Force

Governor Jim Gibbons will tour the Vehicle Investigations Project for Enforcement and Recovery (VIPER) bait car program located in Las Vegas , Nevada . The VIPER program, led by Lt. Robert Duvall, includes law enforcement representatives from the Las Vegas Metropolitan Police Department, North Las Vegas Police Department, Henderson Police Department, the Nevada Highway Patrol, and receives assistance from the Nevada Transport Authority.*5

"The VIPER program has successfully intercepted countless auto thefts and is an essential component of the statewide efforts to reduce auto theft in Nevada . Because of their remarkable success, I want to see first-hand how the program operates," said Governor Gibbons.

Support for the program includes insurance industry groups, such as the National Insurance Crime Bureau (NICB) and the Nevada Insurance Council (NIC), which have helped buy bait cars. Michael Geeser, president of the NIC, will be on hand during the task force announcement to lend insurance industry support to the proposal.

Following a tour of the VIPER program, Governor Gibbons will address the number of auto theft and fraud cases across the state and the strain it places on Nevada consumers by announcing plans to create the Nevada Auto Fraud and Insurance Theft Task Force.

Over the past two years, the Las Vegas Metropolitan Statistical Area has had one of the highest rates of auto thefts in the nation.

About Governor James A. Gibbons:

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevadaˇs university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. She wrote that, "國際著名愛滋病專家何大一 ，26日晚間榮獲國際青年領袖基金會頒發的2007年「終身成就獎」，並應邀擔任年會主講人。他表示，這幾年來常到中國協助宣導預防愛滋病，有機會參與公共教育及公共政策，也深刻體認到參與公共事務的重要，除了實驗室的工作，每個人都有義務做一個關心世界的公民。 何大一介紹自己12歲從台灣來美，他表示，很高興能夠把在美國所學貢獻給自己傳承的土地（land of my heritage）。在中國，他扮演科學家的機會較少，反而是戴上老師、推動者、治療者、輔導者及啦啦隊等角色的帽子。" *1

The subtitle of the report was "鼓勵基層員工越級幫大老闆著想 主管不與底下搶功 上下互動良好 齊心辦好公司".*6

徐玲受邀北加州北京大學校友會，28日在聖他克拉拉市圖書館 (Santa Clara City Library，地址：2635 Homestead Road, Santa Clara, CA 95051)演講，the topic was about "The development of a career life".

"她提出「提升兩個層級以建立成功職場」（Two levels up step to build successful career)理論，鼓勵矽谷華人若想在職場成功，必須開放心胸、拓展視野，幫助老闆成功的同時，也幫助自己成長。 網路興盛時期離開IBM，因緣際會來到曾被譽為「全美最有影響華裔女性」之一張若玫創辦公司Vit-ria，七年間從經理、資深經理、總監、副總裁、資深副總裁等職位爬升，負責管理全球支援、訓練、IT、計畫管理、研發等部門，Vit-ria全球有三百多人，約70%都在徐玲管轄區域。 「領導人必須是老師，協助基層員工發展，不和底下搶功，公司整體素質才能提高。」徐玲在公司每周一次幫經理級主管上課，共同討論分享管理技巧，從管理技巧訓練、解決問題案例討論到生活態度，她強調，如果主管只想從底下人搶功勞、不願意教導付出，上下互動不良，關係亦無法長久。" *7

The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. 貓空向來以品茶聞名，在纜車營運之後更是成為熱門的旅遊景點，而九份一樣是和三五好友相聚喝茶的好地點，雖然少了纜車，但是沏上一壺好茶，伴著山色和海景及濃厚的人文氣息，更是能體驗文人雅士的悠閒自在。

在九份經營海悅樓茶坊的許小姐表示，因為九份樓梯多，所以一般遊客來到九份都很喜歡找個地方歇息聊天，或是泡壺茶、或是嚐些小菜，追求的不單是老街中人來人往的熱鬧，更是一種高雅自在的悠閒氣息。文人雅士品茶當然少不了美景，從茶坊往外不但能看見基隆山色，更能遠眺深澳漁港及基隆嶼的海景，若是低頭俯視，還能看見老昇平戲院的遺址內部，讓許多停留於腦海中的九份印象，活脫脫地呈現於眼前。雖不如文人般能詩興大發、現場吟唱，卻也在心中留下滿滿的感動和迴響。

海悅樓在九份已有十年歷史，以提供精緻泡茶服務和數十種多樣化的茶點深受國內外遊客喜愛。而其中最受歡迎的莫過於開闊的山色海景，來到這兒泡茶，茶反倒是成了配角，而那山那海那自然鋪陳於眼前的美景，才是真正的主角。

目前62號快速道路也已經開通，遊客可以從中山高轉62快速道路，就可直達瑞芳九份，對想要前往九份品茶賞景的朋友來說更是方便不少。許小姐說，其實九份的夜景和雨景更有不同的味道，尤其在雨霧朦朧中欣賞九份的夜色更有另一種說不出的迷人姿態，值得遊客親自來感受。

海洋音樂祭今天進入第二天，由於適逢環保日，主辦單位呼籲民眾，穿著白色上衣前往參加，共同響應環保政策。

在沙灘躺著聽音樂，實在是一大享受，不少遊客就把沙灘挖出躺椅子的形狀，整個人躺在「特製沙發」的懷抱中，聽了一整晚好音樂。

根據主辦單位估計，雖然昨天是正常上班日，但是仍有6 萬遊客湧入福隆沙灘，活動結束時，主辦單位不斷透過廣播呼籲，請遊客把垃圾帶走，多數遊客也相當配合，主動撿拾身邊的垃圾。

沙灘上也出現不少貢寮當地的拾荒老人，不過，他們只撿可賣的寶特瓶、鐵鋁罐等物品，一下子就撿了滿滿一大垃圾袋，也算是發了一筆小財。

今天的活動主題是「搖滾國際」，拾參樂團、陳建年＋昊恩家家、阿弟仔、Champlers、黃貫中、XIU XIU、繃繃衛星，都會在主場地的外沙灘舞台表演，表演活動從下午4點半開始。

昨天首日音樂祭，並無明顯交通擁塞，瑞芳警分局表示，由於事先宣導得宜，約半數遊客都搭乘火車，加上雪山隧道分擔往返宜蘭的車流，所以，行駛北部濱海公路的車流量，比往年音樂祭減少許多。

不過，今明兩天周休假期，表演的團體都是具知名度的樂團和歌手，將會是活動的高潮，估計至少會吸引10萬以上人潮，共享音樂盛宴，主辦單位請遊客多搭乘火車前往，也提醒大家做好防曬措施，隨時補充水分，才不至於中暑或身體不適。

炎炎夏日，水里溪畔從7日開始，舉辦清涼的「玩水嘉年華」活動，主辦單位請來專業的教練現場指導，讓遊客安全地體驗刺激的泛舟、攀岩、垂降、自行車活動，民眾有機會從另類的角度觀賞美麗的水里溪。

主辦單位水里鄉公所指出，水里溪的水源來自日月潭，上有大觀、明潭抽蓄發電廠，溪水終年豐沛，且水質清澈見底，非常適合推廣激流輕艇、橡皮艇泛舟等水上活動，今年度「玩水嘉年華」活動重心特別移至溪畔。

戲水賞景 白天夜晚皆美

為了保障遊客安全，「玩水嘉年華」活動請來明道管理學院專業教練指導，每艘橡皮艇上皆有救生教練掌舵，遊客至極限運動公園嘗試攀岩，不需準備繩索、勾環，所有裝備由承辦單位提供，並有教練在一旁保護，而垂降體驗場地在水雲橋上，遊客將有機會懸空以另類的角度俯瞰水里溪。

水上活動7、8兩日下午2時開始，採現場報名，不收費。水里鄉公所表示，希望透過一連串水上活動，打造水里溪成為「中部的冬山河」，而水里溪晚間的天空一樣精彩，7日、8月25日9時有兩場煙火秀，而7日、21日、8月4日、8月25日晚間6時至10時另有水里之夜活動，學生社團將跨縣市來此勁歌熱舞。

千呼萬喚、眾所矚目的台北貓空纜車，今天下午兩點正式營運！纜車開通為貓空裝上了翅膀，坐上纜車，遨遊天際，台北美景一覽無遺；無論是晨是夜、或晴或雨，從高空緩緩前進俯視山水人家，各有不同興味。

視野寬闊 落差二七五米

從起站動物園站開始，纜車自平地緩緩上升，如果民眾有一點點懼高症，建議先深呼吸一口，適應高度後，可睜開眼睛瞧瞧底下的山林美景。這時往遠處看，遠方更高的山上纜車悠遊其間，頭尾兩站之間的垂直高差幾達二七五公尺，可以想像下個旅程的驚奇。

動物園站到動物園內站這段路程較平緩，但纜車開通讓木柵動物園的後門變成了正門，當纜車快接近動物園內站時，可以很清楚看到動物園內的生態池。下了纜車，坐上遊園公車，便可暢遊動物園，不同的是從背面進入動物園，自有另一種不同的感受。

過了動物園內站，纜車進入轉角二站，此站是纜車動力與行控中心，可說是纜車的心臟地帶，這一站不提供旅客上下車。一離開轉角二站，纜車馬上呈現九十度大轉彎，轉彎後呈三十四度角上升，穾然拉高的視野，眼下便可瞧見車水馬龍的北二高；如果是晚上坐纜車，北二高的路燈與車燈化成一條長長的光龍，頃刻間，似乎有點迷離之感。

穿山越谷 旅程新奇刺激

如從貓空站往回坐，就好像從高處向下俯衝北二高，膽子小一點的人可能驚叫連連，卻是貓纜很刺激的一段。新工處人員表示，纜車上升角度雖然只有三十幾度，但坐在纜車上感覺好像急劇拉升，這一切純然是錯覺。

當纜車上升到某一高度時，四面玻璃的纜車前後左右都可以看到大台北景色。世界最高的一○一大樓是重要地標，天氣好一點時，向遠處看先看到新光三越站前店大樓，再望遠一點，可以看到觀音山淡水河出海口。若正好接近黃昏，絕對不要錯過貓纜的夕陽。

纜車快接近指南宮站時，再一次下降，這時可看到潺潺溪流穿越山谷，捷運公司人員戲稱是「私房小瀑布」，若遇上夏季午后雷陣雨過後，雨量更豐沛。

過了指南宮站，纜車再呈二十七度角爬升，幾分鐘後就到達海拔近三百公尺的貓空終點站。

夜景燦亮 星空煙花迷人

貓纜沿線幾乎都是青翠山林，從高空俯瞰，形狀像一朵朵綠色花椰菜的是相思樹，形似海星呈輻射狀的是堅挺的蛇木，不經意間，可能發現不少小松樹隱藏山間。大片的綠意盎然，心神為之開闊不少。

木柵山區夏日午后多雨，若搭乘貓纜時正好碰上滂沱大雨，不要氣餒，雨中的貓纜別有一番風味；當雨漸歇，山在虛無飄渺間，搭乘纜車猶如騰雲駕霧般的輕飄飄。

貓纜營運到晚間十時，捷運公司人員極力推薦，晚上的貓纜是不能錯過的夜景，當世界都趨於寂靜時，坐在纜車上，細細聆聽大自然的聲音，是人生一大享受。尤其在沒有光害的情況下，坐在纜車上觀看七夕牛郎織女星，或中秋皎潔的明月，或在纜車上看一○一大樓跨年煙火，都是未來纜車的大賣點。

「鐵觀音、杏花林、夜景」可說是貓空三寶。早年的山區茶園，因製茶產業衰微，農舍紛紛轉型休閒茶莊，品茗之餘，還能享受美食或開嗓高歌；夜間，台北盆地的璀璨燈光，創作出亮麗的視野，貓空的迷人之處也在於此。今天起，穿梭山林的纜車，將成為貓空第四寶。

貓空位在台北市最南端，隸屬文山區，海拔約300公尺，是台灣著名的鐵觀音茶產區，每年茶葉生產量約5萬公斤。70年代左右，觀光茶園紛紛興起，也為貓空帶來新的活力，是大台北近郊最知名的品茗山區。

「山中無歲月，壺中日月長」是貓空生活的最佳寫照，悠閒品茗又有夜景相伴，三五好友閒話家常，絕對是人生一大樂事。走訪山區茶園，還有著一片將近兩甲地的杏花林，20多年來，每年2、3 月間，繽紛怒放的花海，總是吸引許多遊客慕名而來。

貓空地區步道蜿蜒，最著名的指南宮親山步道及茶葉古道，處處見古意，兩旁的古木參天，貓空的豐富生態盡收眼底。指南宮步道香楠、大葉楠為主的天然林，參雜百株的櫻花樹，適合冬天賞櫻；而四、五月間油桐花開，又有如「五月雪」，景觀變化多端。

茶路古道，顧名思義是木柵鐵觀音的發源地，沿途都是原始的香楠與相思樹林，樟湖地區遍布樟樹，地勢又像一座湖，樟樹落葉豐厚的腐植土，造就香氣獨特的樟湖鐵觀音。

東勢鎮中橫公路西端起點中正路段，除了道路兩旁人行道種有長達一公里的木棉樹，中間分向島上也種植整排阿勃勒，隨著季節的交替，最近陸續開花，成為一條賞花勝地；目前正值阿勃勒花朵盛開，吸引途經遊客下車欣賞。

中橫公路西端起點處位於東勢鎮中正路，路邊行道樹有木棉樹、分向島上則種植阿勃勒。每年3、4月間為木棉花綻放季節，兩旁各長達一公里的木棉花開美景，相當壯觀，呈現數大便是美的景觀。繼木棉花謝幕後，6、7月間就是阿勃勒的花朵盛開期。

東勢鎮公所農業課長周世強指出，阿勃勒為豆科，落葉大喬木，羽狀複葉，小葉片長約10至15公分。係外來的栽培觀賞植物，原產於錫蘭、印度的乾性森林。夏季開花，花色鵝黃色，總狀花序，成串垂下宛如宮燈。其莢果長條圓柱形、質硬，成熟時為黑褐色。果實像香腸一樣，黑黑的一條一條垂掛在樹上。

阿勃勒的葉子，是銀紋淡黃蝶和水青粉蝶等一些粉蝶幼蟲的食物，所以在樹頂附近，看到像花朵一樣的黃蝴蝶飛來飛去，那就是蝴蝶在找葉子產卵。

阿勃勒原產印度半島、斯里藍卡及緬甸，台灣於1645年引進，栽培普遍。開花時滿樹金黃、落英繽紛，故英國人稱之為「黃金雨」為良好的庭園樹；不過，果肉為緩瀉劑，味苦寒，有微毒。
